Fiona the Fox was a one of Rage city's finest cop, and even become commissioner for awhile.... but soon she became corrupted, wanting to own the city the way she wanted.. and use the tricks that Wild Sal was using. (since Sal was making her police force look like a joke, even stealing one of her top men...) turning the city into a place full of rage and crime.

in weeks the police and prisoners were turned into her thugs, to do her bidding, owning 75% of the city, be ridding of any kind of justice (Going by Fiona's new laws..)

This makes Wild Sal become a vigilante along with her gang, while criminals themselves agree the city was a better place before Fiona became corrupted and took over.. leading to a massive street battle...
