You know, the more i think about it, the more im willing to bet that this will end up being a simple copy and paste job in the end. The dragon gets what he wants and gets to delete the old file and by copying the old one and adding a touch or two of his own to make it his(adding the dragon species most likely), the pony's get what they want in that they get to live on without fear of being destroyed.

Really great idea. The only part that I worry about is that each creation becoming permanent requires the death of a god (probably as raw material, if we consider the temporary world as RAM data and the permanent world as something on a hard drive) - which means you rapidly run out of gods when replacing permanent worlds - unless they reincarnate, maybe as the next god of destruction.
