When considering the fact that Charkol isn't one that understands the notion of Halloween besides seeing costumes on other pokémon or humans once in a while, it shouldn't have been a surprise that he didn't exactly understand the timing of the festivities. On his own time, he asked Kaida what were easy things to dress up for a costume. With his tendency to not exactly fit many things for smaller pokémon, the flygon suggested a mummy, since supplies were easy to get and his body-shape didn't really affect much of his ability to carry it out.
Poor Velvet unfortunately didn't find much humor in the moment that the charizard decided to wrap himself up and surprise her! Eventually Charkol will understand the timing of all the costumes, but for now it still eludes him.
