Apparently, according to the very same directors, she's a lesbian who loves to use her sexual side to stun anyone hence her tease to Luka, the guy you're speaking of. She's attached to Jeanne instead, so attached that in Bayonetta 2 she goes through literall hell -which is dangerous since it ain't easy to get out of- to get Jeanne's soul, they've known each other since very young AND they live together (Jeanne quotes: "I'll see you back home." Oh no need to remind me, that hell level was literal hell to me, even though I played the game back in 2014 I still have goosebumps all over just remembering it, those who know me know why, those damn multi-legged creatures can all go to hell, I guess, the game depicted my imagination of hell just right, ironically.
But yeah I seem to remember now she was taunting him a lot in the first game, I don't know why but I liked the second game more, unlike most people who thought the first was better I found the sequel to be more balanced in difficulty with better level design and even Bayonetta's look was far more appealing to me than her ugly original look, the only thing the first game did better imo was the story, it was more interesting, that and it had way more SEGA references than the sequel.
