While writing the backstory on Nev I've been toying around and decided to introduce the antagonist to the story a bit early. His name is Viktor Sagal. On the outside he's a charismatic philanthropist and the cities financial minister. But behind the scenes he runs the cities crime ring. His personality would be akin to Hannibal Lecter cold calculating sociopath and being as depraved and cruel as Caligula.
