How I proceed :

Send me a mail with a description, what you want (color, lineart, ect) and attach any reference material (ref sheets, any art that i can use to better visualize). I work with an invoice system, so please also send me your paypal email along.

Then i'll do a construction sketch. This is only reference material to give you a rough idea of what it'll look like, and once approved, i'll send you an invoice, and will get to work once I get paid.
