There was one point in worldbuilding that Mahin was part of where inhabitants could become corrupted into monstrous forms, a phenomenon called Phantom Riot for their ghastly yet eerily familiar appearance to those who once knew them in person. In best case, the effect resulted in the victims simply becoming primal and largely harmless without deliberate contact. Worse case—turn insane and viciously violent, eventually evolving into inhuman forms that can even take on a capital ship.
However, there would have been rare instances of the afflicted being able to retain sanity, and even harness the power. Unfortunately, the process was very unpleasant and many were not able to effectively control it to begin with. Many organized states were unwilling to risk keeping the survivors within their domain and routinely hunted them down for exile, imprisonment, or worse.
Mahin was one such survivor of such, and was the original cause of his imprisonment and eventual exile.
Now again, that was once part of the story that is no longer the case in current canon. Mahin no longer has such power, but the Phantom Riot phenomenon still remains in another form, harness by one character and few undisclosed others who are all terrible people.
