The glow is only for those ghouls who are truly enlightened. Like the Glowing Deathclaws, Glowing Radscorpions aso. They are far more stronger and bring the ghouls back to life. BACK TO FREAKING LIFE. Think that you just unloaded all your guns. So the only weapon left is your trustworthy chainsaw-blade. After you did kill the glowing ghoul all those ghouls, which you killed before are right behind you. And you are nearly dead yourself and have no more Stimpacks. About that is the difference. :)

you dont understand what i mean, i meant that this isn't a "ghoul" this is a changeling that glows :/ i'm familiar with fallout and unless changelings ARE ghouls in the settings, he doesnt show any sign of ghoulification but the green glow
