Not the first time we've seen shapeshifters. Not saying that this Kas is a bug, just that shapeshifting is nothing new.
I'm more concerned with the why though. If they went through the trouble of imitating Kas, they could of easily taken the disks already. I'm more interested in what this imposter would want. I believe that it's someone like the Man in Black who wants to subtlely change the course of things without having to get directly involved. Just a theory anyways...

The devices that the "bugs" used just overlaid their forms with another image, kind of like a holograph generator. While I don't know how advanced the SIU's tech is, I don't believe it would fool them.
