Seeing how the character sheets don't do them justice, here's a quick mock-up of the size difference between Oliver and Arthur.

As we can see, being an osprey, Arthur only stands a bit under waist-high to Oliver, and thus the Mastermind's favorite roosting spot is on the Wheelman's shoulder.

He...he may have also fallen asleep up there before, using the mane as a pillow
