This is Vibri from the insanely cute cult classic Ps1 rhythm game by the creators of Parappa The Rapper called Vib-Ribbon, released initially in Japan and Europe only, and later in the North America on the ps3 store in 2014~
For a game that looks like and doesn't have much to it (the entire games graphics is pretty much all white lines) it's one of the most charming games ever.
