and these faces are also situational im not saying either one will fit all scenarios, just one gives more feels then the other.

I'm a fan of the wide eyes, diminished irises, too. Looks much more expressive.

it overshadows the top face because of that, the top face is more situational and dosent always work and makes the entire situation that the character is in less intense aswell as making it less intimidating aswell.

There's a time and place for full-eye glow.  But no doubt more emotion is in the second image.

yeah the glowing eyes are situational, but should never be a permanent solution with design and usage. Because it takes away from a very important part of a character and their direction. The only acceptation for me if the eyes are fully white or black because its more serious looking still and in my opinion more intimidating then glowing eyes -3-

One is uncontrolled rage the other is focused rage. depends on the situation

one is power and the other is fury, but only one can actually pull of both with  success without turning down the character and intimidation. Glowing eyes in my opinion are situational and should be used to a minimum, But to each their own and im just giving my two cents. For one i feel that the glowing eyes are less intimidating and dont give that passion, fury, focus, and overall direction that the bottom image dose. Give a situation where someone gets up in your face and stares you down with one of these two gazes, the bottom one scares me the most and also gives me mixed and anxious emotions about a character. The situation for the glowing eyes is shouldnt be long term and my second reasons is that I feel that alot of character design has diluted the fully glowing eyes to be less unique and make it general unimpressive and dosent give off what makes a character a character. Eyes are a very important trait and taking away something just for the sake of looking cool or scary when you can get a more direct and personal feeling to the viewer like in the bottom face.

I Can see where you are coming from. But I also feel full eyes takes away the humanity  from a character. It places them in a state of unlimited power. Whats about to happen is out of the control of both people.its like looking Into a avalanche.there is nowhere to run. No where to hide.

But again it can be overshadowed by the second face, uncontrolled states strike me as mediocre when a full eye glow is implemented because you cant tell what the character is feeling, you i mean in a story it can be implemented in events on the characters feelings, but you cant determine the intent of a character with glowing eyes. Glowing eyes just take away from the action as a gimmick that should be used less and be more situational, Take for instance a scene where a character is pissed off so greatly that his eyes fully glow, and then the next shot the character attacks and you get the not fully glowing eye(like in the bottom face) in a more animalistic and uncontrolled rage. It strikes more into the viewer that way, and the glowing eyes should be used to a minimum to not dilute the emotional tension of a character. If the characters face is left like the first face in the image above it wouldnt impact the characters emotional connection to the events that transpired to make him be in this state, and the eyes are a good way to reflect apon it. Ultimate power can be displayed in any form and it dosent matter, take Saitama from one punch man, his eyes never glow but they sometimes go completely black or completely white, while all other characters have glowing eyes but pale in comparison to saitamas power and his eyes hardly ever glow, and when they do glow its more like the second face. Infact one punch man uses alot of glowing eye gimmicks but dosent really do them in a fight sequence all that often(also animation takes time and its a simple way to shorten time to make it) but it really shines well when ever you get to see the iris and pupil. Their is a difference an objectivity when power is displayed, but glowing eyes just dont cut it for me as a perminat thing, the more godly you make a character the less human they are and the less people can connect to them and the best solution to fix that in a simple way is to have it like it is in the second face. Overall im not saying that the first face is useless and should be canned, im just saying its a gimmick an attention getter that shouldn't be a permit thing unless you risk lossing alot of the character within the character. This is just a gripe of mine and i just choose to make my point that the bottom face will over shadow the top face more, and the top face just being more situational and be used less.

Glowy eyes are for some situations , others are for others , I personally think one describes power while the other rage , if you want expression go for the one down , It's the one I like and use-

yeah and i feel the top face is a gimmick, something to grab attention and should be a perminent thing which is what i see with alot of characters and people using it as a means to look kool and try and be scary. But its all a gimmick and has its limited and most importantly limited effective uses.
