When the Doctor was with this universe's Rose it turns out she was Dr. Tylor's wife. In the last mission and the story how the Doctor met Tylor, Rose gave he life to protect them both and it broke Tylor deeply. In his last goodbye Tylor made a promise to her that he will not stop until the one who did this to her is brought to justice.
