Looru was first attracted to Shadow, but then she was attracted to Midnight, and Midnight returned the affection. Now it seems Shadow's interested too.
I think Tails being bad when it comes to girls is one of those not-uncommon fan characterizations, like Shadow being constantly weeping over Maria and Silver being extremely gay. But Tails hasn't exactly had the best track record with his romances. Zooey disappeared after one episode, he was married to Mina in a timeline that was erased from existence (twice, actually), Fiona manipulated and abused him, and Cosmo fucking died.
And I'm sure all the girls ship themselves with Shadow as well. Come to think of it, between Maria, Amy, Rouge, Molly, Hope, and Blaze, he seems to get along better with girls anyways.

I went ahead and looked up her appearances in the series. That's pretty much what happened to her- she's had a couple cameos, and her relationship with Tails was only touched on in one other episode.
