Things like this have happened in NYC. Kid,practically a toddler, sartorially challanged, wandering the streets by itself. Police investigate and check on his home. Mother sometimes drunk on the sofa, father nowheres in evidence ...Sometimes kid just wandered off while mother was occupied.
