In Harry Potter novels, the magical people keep their ways secret. The use of the OBLVIATE spell modifies & edits memories of people who see magic being done, or a magical animal. Exceptions are parents who happen to have magical children (likely wizards/witches in their ancestry, the magic genes gone dormant).
