Well there is not much to say, they are Herbie and Judy. He is one of her brothers and will appear in the second chapter of the mini comics we have planned to do. Of course he is not an official character of zootopia, but given that Judy has 275 siblings and that rabbits can give birth to several offspring there is a good chance that Judy has a twin brother similar to her. xP
He will be an important piece in the chapters with Judy and Nick, especially Nick, you can already guess why. ;P So for now we can only mention that about Herbie, and we'll see if we can do more drawings of him before the second chapter to know him a little more. ^-^
Well about the drawing, this one has been started with several ideas while I was practicing quick sketching, and as I like that pose I have left Anhes refine the sketch of Herbie correcting some errors and then I finished refining Judy considering his advices. Then I made the linework and painted on cellshade style as usual.

The majority of what you saw in the movie was younger it seemed. Then again there are probably a ton of details left out for the sake of the story. Like nothing at the academy or police station was sized for smaller furs.

Aye but i thought Judy implied she had older siblings to, but its been a bit since i saw the show, and nothing was sized at the academy because all of the species who are typically officers are bigger, look at the species we see as cops. Wolves, tigers, a water buffalo, polar bears, the idea that a bunny could be a cop was crazy ... and probably for good reason.
In fact ONE gripe i had with the movie was that we see Judy fight in the boxing ring and she's pretty lethal, but we never see that again in the movie. Like i get the feeling if push came to shove Judy no one to screw with i would have liked to have seen that again.

That is logical just commenting that we didn't see them. In the opening Judy is the only one at the Carrot Festival with her parents. It was more implied to me they didn't have smaller officers beyond some minor equipment mostly clothing nothing was sized for smaller furs. The mayor's program alone would imply a desire and therefore equipment for all mammals

I had a similar idea, in a re-do of the film where Judy isn't the cop bunny, its her older twin brother Melvin(?) . Judy comes to zootopia with him to get away from the farm and winds up being hired by the ZPD as a secretary/file clerk. She and Nick fall in love and in the epiloge part thei married with kids plus. (5 kits plus she's already pregnant again) Oh and rather then Nick becoming a cop Melvin quits ZPD and forms a PI shop with Nick (and Judy as their secretary)
