I think Pinky was subjected to the same experimental procedure that Brain got. BUT whereas Brain became super-intelligent, Pinky was merely made - insane !

Some say it was the other way around. The Brain has megalomaniacal tendancies, which Pinky subtly keeps in check while playing dumb so the Brain won't suspect anything.

I recall Pinky tried to help Brain in one film, BUT Brain deemed Pinkly's help worse than useless and refused it. Brain had gone on a quiz show - probably wearing that man-exobody -  to win money he needed for his latest project to take over the world ! Brain was finally asked a question which he did NOT know the answer to, but Pinky DID !

Brain did NOT win the money.
I watched few of those episodes, as frustration comedy is not my cup of tea.

I watched many of them because I liked the art style and some adventure plots. But I'm Brazilian and the show is already hard to understand for US children. Many jokes reference US pop culture and a lot of them reference things that only American adults would get. Even as a grown up, I don't understand some things, because now there's the age problem: their references are to US '90s culture, while I only became acquainted with US pop culture as a teen. I don't know how the '90s and early 2000 felt up there. It's a problem that a good dub can't sane.
