The PokeDex can believe what it wants, but we all know that Lugia is a water dragon with dominion over the seas. (Much like yours truly, if you think about it.) I'm sure commanding ocean thunderstorms falls into that category. (Although not quite as impressive as a hacked Lugia I have that knows Growth.)

Such a majestic creature owo so is Lugia the "god" of Oceanic Storms? Snd Kyogre the "god" of the Ocean itself? Or are they rulers of certain oceans?

Lugia is probably more of a demigod. Commanding the oceans and defending them. Kyogre would be a god of the ocean and probably outranks Lugia... at least when he's around. ;p
