Poor poor Tokky; it seems as though the schools uniform department have issued him with a girls uniform by mistake due to his feminine sounding name. He begs and pleads to not be forced to go around in a skirt and panties but unfortunately for the poor hyox rules are rules, he must wear the girls uniform until they can sort out the mix up.
