Actually it seems like its a skirt with frills, with a dress under it that is also frilled, and them some clothing underneath that has like a million frills.

All of the frills! I wince at how long it must've taken to draw all of those (extra pat on the back for that), but well worth it as it looks awesome. The gradient use on the dress is a nice touch too :).

That's one heck of a frilly dress! It's really pretty, though, and the sheer level of detail you put into all of the little ruffles is just incredible. The little girl wearing it is really cute, too, and the missing tooth in her grin is just precious. Gorgeous work all around!
