i don't understand all the hatred towards her.
she was being oppressed by the major and nobody stepped in or said anything about it, except for, if you noticed it, Judy herself.

there's a really sweet scene where Judy is about to make the announcement about the predators and you can see how Bellweather almost tries to stop her. Not that she's conflicted about her own motives but they she almost realizes that what she's doing affects Judy as well, who's the only person who showed her kindness.
She even says that she didn't intend this to come back and hurt Judy.
I think at that very moment she was willing to forget the whole thing and turn over a new leaf but Judy forced her hand.

You can see when Judy asks her for advice she's kinda proud of herself and wants to include Judy in her scheme and she was almost willing to spill all the beans to her right there in confidence that Judy would understand.

You can see how proud she is of Judy that she's come so far despite being a prey species and in some scenes it looks like she's turning to Judy for guidance on how to progress herself.

Bellweather is as much a victim of racism as the others.
Judy was lucky to grow up in the country where prey and predator kinda co-exist in the movie.
Zootopia is branded as a place of equality but even from the start of the movie it's obvious that it is not.
Most of everything is built for physically larger animals with the smaller animals either being forced to put up with it or live in specially built places designed just for them.
Why do you think everyone in the movie was surprised when Judy saw the shrews as people?

Bellweather is a victim of this too. Nobody wants to argue with the big scary predator when he pushes her around because in a way he's ruling with fear, not just charisma. Judy is the only one that completely ignores the major to see how Bellweather is doing. Just look at everyone-else's reactions in this scene. It's clearly a faux par that everyone knows about but Judy. The major has been getting away with it for a long time.

I would love Bellweather to be redeemed in future works on this theme. I think that would be an awesome angle for Zoo Two.
