I'm pretty sure I'm one of the big contributors to Sheila fan-art (and she's definitely the RML character I've drawn the most.)
I'm not sure how anyone could mistake her for a kangaroo, with that big bushy fox tail. And compared to Rocko and Alicia (the latter being an actual kangaroo,) it seems ever more silly. Then again, I mistook Sheila for a skunk when I first saw her, and it wasn't until I got a better look at her (mainly the tail,) that I knew she was a fox.

I solved the confusion. It wasn't Shiela with Rocko at the nudist beach -it was Alicia !
Alicia was nude and quite secure being so. Rocko was clad in bathing trunks and edgy about stripping any further. Alicia was gently encouraging him to be TOTALLY nude.

Rocko actually did go to a nude beach in one episode of RML; he did take his swim trunks off, but then put them on his head and wore them like a hat.
I remember watching RML when I was young, and I remember not caring much for it back then. It wasn't until I saw it again when it aired late night on Nicktoons (which was a few years ago) that I came to appreciate and like it more. I also have the whole series on DVD now.

Seems to me that they had flubbed opportunities to give Rocko a female guest star partner, just like Mickey has his Minnie and the Chipmunks have their Chipettes.
Had they added Claudette or Alicia or who else to the supporting cast, the Rocko series might have become a lasting franchise.
