This is Mick Lupo (called Lupo by his friends), He's a childhood friend of laffin' fox, but works for the U.S. Army as a sniper specialist.

He's very depressed, and is often plagued with nightmares about the terrible things he's done in his military career. He's often regarded as "one of those guys the military goes to if they want something to 'be dead'".
