I was plan it even before Undertale was release to the world. But somehow the concept of her just so close to the concept of Flowey( http://undertale.wikia.com/wiki/Flowey ) from Undertale. A creature without soul. And it even close to the game SOMA ( https://en.wikipedia.org/wiki/Soma_(video_game) ) . The game that I never play or know about it before until someone told me that I reference to it...
if they could somehow transfer her memory data to a proper cybernetic frame...maybe, but the magic of the golems core doesnt support that, a golem, unless given a soul and thus will of its own, will follow a preset list of commands...in SG's case, the command it was given was the will of the original sweetie bell it was commanded 'be me, be there for my sister, be there for her as i wish to be, and be there for my friends as i cannot be' or something along those lines...it was commanded to be sweetie belle, and so it is sweetie belle...think of it kinda like the nobodies from kingdom hearts, she doesnt have true emotions but she knows how they should feel, she knows how they should be expressed, so as long as someone doesnt have a strong empathic ability, her act is nearly imposible to determine from the real thing. and as the element of generosity rarity has 'extreamly' strong empathy. though it 'is' posible for a golem to gain a sudo soul on its own as happens in some various stories but it requires the golem be in use for a very long time, be well loved, be treated as an indivudal...over time a little bit of the essenzes of those that have cared for it slowly build up with it granting it its own will, its own thoughts, its own mind....but in SGs case i dont think this can happen, as if she developed her own distinct self she would be violateing her prime comand

As of Dream Drop Distance, it was revealed that the higher level nobodies, Organization XIII, did have true emotions, true hearts. The hearts were just small and weak, still developing. Xenmas just lied to them to manipulate them. Biggest evidence to this being true: why would they wear the Black Cloaks, which protect hearts from darkness, if they didn't have hearts to be corrupted?

i remember the first major battle with guitar boy from that group, sora or one of his friends goaded him till he turned off his emotions, it was like a swithc his face went blank as stone eyes cold and his combat style was to my dismay at the time brutaly no nonsense...he kicked my ass.

Ugh, that fight sucks no matter how ready for it you are. But I'm not sure he turned off his emotions so much as he got serious. He just had that moment where he thought 'that's it!' and decided it was time to show Sora and company he wasn't a pushover.

it doesnt matter how or out what we are made, if we are selfaware we are alive... the human body is like a machine, just used diferent parts. human, to cyborg, to synth, to android, to robot ... all the diferences get fuzzy and blurry.
"Everything organic we know of is simply machinery, in one form or another. Tendons replace pistons; flesh in the place of steel; blood is simply biological coolant. To deny this and shun it is more than just Mechanicus orthodoxy – it is idiocy."

This kinda reminds me of a Mega Man Zero Drama CD moment ("Ciel's Memory Rebirth"): Zero -"What are you going to do if I am not Zero?" Ciel -"You're already Zero in my eyes."

It begs the question, where do souls come from? Are they passed from parent to child, or do they grow as the child does within the womb? If the later is true, what of a being that is created the way Sweetie Bot was? Wouldn't the soul still have to grow? Thus, couldn't Twilight have missed the soul simply because it wasn't developed enough?

soulless or not she is still alive and if she gains the will to live that adds to the 3 things we as humans require for things to be considered alive and sentient 1 aware of its self ,well she knows what she is and what she is suppose to be doing covers that part. 2 intelligence, well she knows how to talk walk and can recognize other ponies by name. 3 consciousness if she is only running off of preset commands and i personally dont think she is not entirely then no she isnt alive but her reaction to seeing rarity if thats just pre programmed then thats extremely complex even for equestian magic so even if the slightest hint of consciousness is there then by all means she has some sort of a soul no matter how small or weak it is ... case and point https://tune.pk/video/3217323/data-mere-data

Perhaps over time, she starts to develop her own soul...However that gaining of her own soul could also alter her very personality so that she draws away from being Sweetie Belle. This could lead to some interesting storylines because her memories would contradict her personality change, causing her to have an identity crisis...in the most literal way possible.

Reminds me of Star Trek: Deep Space 9. Vedek Barial becomes badly injured, that half his brain is replaced with cybernetics. But...it talks of the morality of such an act. Letting him die as a man, or live less than human as a machine. Watch the episode for yourself. I'll dig up the name of it soon.
