It doesn't cross my mind, because that is HIGHLY unlikely to be the case in this story.

Your 'new tech' thing was a reach to begin with, don't double down on it by comparing someone to the bad guys in a show.

jessie and james no, but they were the 'outcasts' of team rocket, they were greedy but not truely what you called evil they just wanted recognition...and to pay off there ever increasing mountain of debt even if they wanted to leave team rocket at some point they couldnt cause giovani basicly owns there fucking souls they are so deep in debt
now butch and casady on the other hand, now theres a pair thats bad thru and thru
also im beting it fires a small harpoon like device with an expanding net which will trap the chu then drag him back
