That'd be Jakkai. Also, Rhea's 'last name', Snaketail, isn't an actual last name since Jakkai are raised by the community not knowing who their parents are. She got that last name because her tail is extraordinarily long even for a Jakkai.
(She's also extremely sexy, and this is one of the best 'nude' pictures of her I've seen, despite not really showing much. So few people manage to get her proportions right...)

Yeah, I don't blame you for avoiding DA. I hardly go to DA anymore at all and still regret ever going there. I don't know what it is about it, but it just seems to be filled with too many people who aren't...the nicest. Typically those who are under 18, or those "popularists" who garner attention like crazy but don't care about thier fans, or TOO many fanartists who act like they created these popular shows. At least FA you only have to worry about "popularists" and they're quite rare, and InkBunny seems to be the safest for now.
Ah, but yeah, I found her on DA. She hosted an image of herself proving she was female (and outright stated it), and she apparently lives in Japan. Rhea happened to be one of my favorite characters from her comic cause I just LOVE her sarcastic, yet righteous personsality. She's just a really fun and interesting character who doesn't have to prove to anyone she's strong and can hold her own, always being the mentor, but even then still having her moments of flipping out. Rhea is just an example of GENIUS character design.
