A fan character made for the Star Craft universe during an RPG that was run with me and a few friends a while ago.
Alex is a rogue spectre who ended up joining a group of protoss and learning from them how to better handle the increased power. So yes her attire is a combination of the ghost/spectre outfit and the garb of a protoss dark Templar.
