You're misunderstanding something. You're not required to use LoRAs. They just have to be disclosed if they are.
Also to note: A big problem with JSCammie is they don't disclose the version of model they're using, and their metadata only shows the file name. They appear to just replace the same file name when they update the model as well, rather than changing it, so there's no real way to know which model they're using without asking the creator or trying to replicate the generations elsewhere with known models.
