I hope you don't mind, I figure this might be a good place to ask:
I'm wanting to get into VR now that I have a machine that can handle it, but I don't want anything that's dependent on online services, meaning no DRM, no gatekeeper software like Steam, and no accounts ANYWHERE to be able to use the headset. Can anyone point me to something?

None of the social VR platforms like Chillout, VRChat, or Horizon Worlds would work without having an account to store your assets like avatars, so what you are looking for does not exist. Things like Steam Meta and Valve are basically the platform / OS the software needs in order to translate the application you are using to your headset, so it won't work without that either. Think of it like having a phone without a phone number...no phone number no calls.
