The only programming language I'm actually proficient in is C#. And even then I have no experience with graphical games at all. And the only other languages I know to some degree are Java, VB.NET (I don't remember that much of it), some C/C++ and some markup languages like HTML and CSS.

In that case it should be fairly easy. Well compared to say using Unity or Godot for example. I'm even working on a Text-based engine in C# called Xen. That displays in either a console application, or custom winforms window. (not sure which yet) getting the engine itself working first.
(.NET winforms can be used cross-platform via Mono or WINE now-adays. However, console apps are FULLY cross-platform now.)

I'm looking for a rom hacker actually. You know Pokemon, however I'd have you be a hisuian zorua, not hatred for all humans, but a team that killed her brother (human one), dedicating her life to make sure they rot in jail forever.
I'd add ability features like "change form," "Rain/Snow/Etc," and "Night Light/Sunny Day." I want the player to "play their way" not how a dev would want you to. Like let's say you use cheats in a battle you're supposed to lose but you cheat. I'd just joke around with that like adding "Ahhh. I caught you cheating! It's okay, you love your Pokemon so I don't blame ya"
