Texas Senate Bill 20 - ai/drawn sholi content would be illegal to own

https://comicbook.com/anime/news/anime-ban-texas-bill/

https://www.ltgov.texas.gov/2025/03/12/lt-gov-dan-patri...

We truly live in the worst timeline. No telling if this will include cub or pave the way for laws to go after cub content. But anime/manga is at risk, that's for sure. If you live in Texas, please contact your representative. Drawings are not people.

Sorry for the long post, but I want to make sure I explain myself correctly after talking to lawyers for years about laws. I read this new law, and it's kind of all over the place.

Yeah, this is a dumb ass law, especially when real-life children and real-life c.p. should be the top priority.

It's not enforceable (i think but could be wrong) since shota / loli is a grey area. I bet they will pass it and then use it to add additional charges to someone.

For example, let's say the suspect is arrested for c.p. (real children); now they can add cartoons and anime because of the new law to it. That way, they can get either A, a harsher sentence or B, scaring said person into agreeing to a bad plea deal. That's what lawyers tell me all the time. They add a lot of charges (a lot they know will not stick) to make a suspect accept a plea deal if they know there is no hope they are not getting any jail time.

The proposed bill is also is going hard on A.I.-generated stuff. Especially if the A.I. uses real-life minors and then makes porn from it. I can agree with a certain degree since A.I. should only be using art to get references, not real-life minor models.

At the end of the day, Loli and Shota, like I said previously, are in a grey area. People would consider it C.P., including Cub, but the fictional drawings hurt no real person. I don't think drawings should be considered, but we will have to see how this goes.

I hope this post isn't me overstepping as I usually try to avoid politics on IB or anywhere to be honest.

"Senate Bill 20, by Sen. Pete Flores, creates a new state felony offense for the possession or promotion of obscene visual material that appears to depict a child younger than 18 years old, regardless of whether the depiction is of an actual child, cartoon or animation, or an image created using AI or other computer software."

Please explain how the above section is "all over the place".

It's not, that is my fault. I forgot to edit that part out as I was re-reading the law when i wrote all that. Sorry for the confusion.

Understood.

With that cleared up, the law would remove a large portion of that grey area. It's only grey right now bc of the use of "obscene" in the law. What is obscene? There are different levels for everyone. This kind of change removes the grey area sholi has existed in and is a considerable threat to freedom of speech and expression imo.

How do you even broach that subject with your representative? It's such a lose lose scenario.

There are ways to send messages saying you disagree with what the bill is doing and why you have concerns. That's honestly the best way to go about it, stick to why you have concerns and why your concerns are valid. Stick to the facts and be clear. If I were in Texas, I would have written to them already, but I'm not so I can't.

I mean good luck enforcing it, how you even define digital ownership?

Any manga sold in the state will be illegal, any business selling it could be shutdown completely. Any websites based in Texas that provides access to sholi or ai content could be seized, and owners jailed. There are plenty of ways. If they have the power, they will use it.

vpn's are a thing. internet don't care for borders. and most of it is free, again, when it comes to digital stuff, proving ownership be tricky

The point isn't how to get around it, it's the fact that this is happening at all. Prevent it and you don't have to work around it. It's a bad precedent to set.

of course, but I'm just pointing out it be basically unenforceable, it's nothing more than showing off they are regressive.closed minded people. it just silly as heck and probably against the first Amendment.
