Best Ways to Improve Insulation for Sash Windows?

I love the look of my old sash windows, but they’re terrible when it comes to keeping the house warm. The cold air seeps in during winter, and I can hear everything happening outside, even with the windows closed. I’m looking into double glazing but unsure whether I should replace the entire window or just upgrade the glass. Has anyone tried double glazing existing sash windows? How well does it work, and is it worth the investment?
