It should be legal. There is no moral or legal grounds on which the ban can be justified as long as people with a known genetic disability are allowed to breed, since the only justification given is that incest leads to the expression and accumulation of genetic diseases ("inbreeding").
Furthermore, there is absolutely no moral or legal grounds on which the ban on protected sex (that is, sex that cannot lead to pregnancy, through sterility or contraceptives) between family members can be justified.
Of course, nonconsensual sex and sex between an adult and a child cannot be tolerated, but there are already other laws in place to ban these situations, so anti-incest laws are unnecessary in that regard.
Consequently, anti-incest laws are unjust and need to be abolished in all countries that have them. (And don't anyone give me any of that cultural relativism bullshit, ethics must be universal to be worth a damn.)
