I only have this to say:
If you have ANY hard evidence as to the perpetrator's identity, the ONLY response that will have any effect at all is to PM the information to the FA admins and to pass it to law enforcement. Any other method risks the hacker finding out that someone's on to them! If anyone tells you different, they directly profit from deceiving you! Even if they're family!
