So this is a universe where cars and other complex drivable machines are alive and sentient. This universe has militaries, Sarge (the Willy's Jeep) being a veteran.
So in the Cars universe it stands reason to tanks and other armored vehicles would be alive as well. My question is how would life as a tank in the Cars universe work? Sarge is a WWII era Jeep, which are small and can be operate like any other car from that era (even if they aren't known for speed). Tanks can't operate like a car, they are inherently slower than cars, they can't travel by road since their steel tracks and sheer weight destroy asphalt roads, not to mention most bridges can't support their weight either. Judging by the size of the buildings in the Cars universe they also would not fit in most structures.
On a similar note how would they see? In the Cars universe the windshields of cars and trucks act as eyes, but tanks don't have windshields only tiny viewports for the driver and gunner.
