I understand you're frustrated with not receiving your art from the user listed above, but it's absolutely unacceptable to throw around accusations of scamming against random people just because you recognize them as having an arguably similar art style. This type of thing can cause an incredible amount of damage to an artist who did nothing wrong over a mere hunch you've had. Many on this site believe in the principle that one is innocent until proven guilty, and until you can prove that these people are the same, it's nothing but slander.
1.) If m1lkreXxX *does* turn out to be a scammer, that information will come out naturally. It's unfair to make a callout post against someone if there's no evidence they're scamming, even as a potential warning. Focus on the information that you do have; If you do have information that Chloe is a scammer, why not gather evidence on her instead?
2.) Honestly, all of these artists look nothing alike outside of having a vaguely anime art style. The biggest giveaway (speaking at an artist) is that m1lkreXxX clearly has an exceptional knowledge of figure drawing and perspective / much greater line confidence compared to chloelaw. (Note that this isn't a knock against chloe, just critical observation!!! ><) Notice that m1lkre's characters especially in her ychs are all placed in a physical space, while chloe's are floating in a void most of the time. It's progress that would be near impossible to reach in a mere 5 months between chloe's last post and today; they're almost definitely different people.
3.) I don't know Chloe, but I know sometimes I don't have the best file management methods and sometimes I forgot someone commissioned me. Have you reached out to her and notified her that you still haven't received anything? Sometimes it takes a few times to get a response, especially if they're going through something serious. If she still doesn't respond, put out a beware. But ffs don't bring random strangers into it just because they use pastels in their work, jeez...
