Two things you can do, that the admins have explicitly allowed:
1) Put up a censored version of the picture, removing areas of the pic that make it adult with humans,
2) and then, put up the full picture somewhere else and link to the full version in the description of the censored submission here.

Then it will work!

www.sofurry.com has changed their policy, they now allow human only art as well as furry.  However, they don't allow underage humans in sexually explicit situations.

www.littleangelshentai.net has no restrictions on human, furry, or underage art (other than no photo-realistic CG stuff.)

Yes, Inkbunny only allow Furry/Kemono adult art

Human or humanoid characters are not allowed in sexual situations, it is allowed if it's normal pin-up.

I think it goes a bit beyond Kemono as I've seen plenty of Japanese furry art that is not "catgirl" but would likely still be banned just because the nose looks human (anime style nose), even if otherwise it's a furry.

Not even kemonomimi. I'm talking like, Thundercats has come into question. I don't think they in particular have gotten hit yet, but people were wondering. And an artist here had to censor all of their work and move it to another site by a link, even though they were straight up kemono, they just didn't have a clearly defined muzzle. Or a character that had peach coloured fur un it's stomach and chest.

I'm all for not allowing human type art, but the mods go to great lengths to include obvious furry type art if it doesn't meet some silly obscure requirement.

Felicia is obviously close to Kemonomimi enough to be banned. There is a lot of human skin showing. But even if her entire body was fur covered, I'd still be wary because the mods don't seem to like anime styled faces on a furry unless it has an animal like nose.
