I'm troubled about last Commission now. (Japanese Text)

Unless I solve this, I will not be able to open commission... (´･ω･`)
It's difficult for me to explain in English.

最初は英語でこのトラブルを記事に載せようと思っていたのですが、
僕の英語力では不可能だったので、
今抱えているトラブルを日本語で書きたいと思います。

簡単に言うと、コミッション不払い問題です。

僕のコミッションは支払いが行われた後に絵をお渡しする約束になっています。
その支払いはPaypalでの支払いが前提で行われています。
Paypal以外では手数料が高額などの理由で受け付けておりません。
そのことはコミッションの情報にも載せてあることです。

しかし、あるコミッション依頼にトラブルが発生して解決の見込みが立っていません。

依頼者は、Paypalが使用できない為払えないということです。
彼は銀行のトラブルでPaypalが使えなくなったと説明してくれました。

私は彼が他の人にもコミッション依頼をしてるのを知っていたので、
他の人とはどういう支払いのやり取りをしたのか聞きましたが、
その返事はなく「依頼した絵がほしい」を繰り返すばかり。

Paypalにはクレジットカードを利用して支払う機能があるので、
私は彼にクレジットカードがあるかどうか聞きました。
彼は持っていると答えたので、その機能をメールしました。
彼はカードが使えなかったと答えました。

私は彼にPaypalに問い合わせたらと提案しました。
彼はもうすでにそれをやって、無理だったと答えました。

その後、「依頼した絵がほしい」のPMが何度も送られてきている状態が今です。

僕としては「支払いを確認した時点で絵を渡すこと」を徹底したいと思っています。
そうでないと、ちゃんと支払いをしてくれた人を裏切る事になるからです。
なので、PMをしつこく送られても、条件を満たさないとお渡しできないのです。

上記のニュアンスを英語にしようとして、挫折して今にいたります。(´Д｀;)
ここにこのトラブルの事を日本語で書くのは正直、最後の手段です。

これらを踏まえてこの記事を読んだ（読めた）心ある方々にお聞きしたいのですが、
Paypal以外に支払いをやり取りする方法ってあるのでしょうか？
もしありましたら教えていただけると参考にさせていただきます。

早くこのトラブルを解決して、コミッションが再開できるようにしたいものです。

Ah, well... This has been coming up a lot for many artists.
One alternative way to receive pay via Paypal is by Invoice. You can send them using the "Request Money" menu (on the English side). That option usually gives a commissioner more choices for making a payment.

I cannot think of another way to use PayPal from there.

Perhaps another service?

依頼者が怪しいです。termenekoさんがPaypalしか使わないってちゃんと知っているはずなのに、依頼を出して、その後「払えない」と言われるのはちょっと変だと思います。日本人の獣の中ででこういうような人がなかなかいないと思いますが、西洋のファーではたまにいるので、少し注意しないといけないのです。

私もたまにコミッションを受け取って、絵を完成した後に支払してもらうことにしますが、termenekoさんが仰ったことが時々にあるので、絵を描き始める前にお金を頂戴するイラストさんが多いです。

今回は仕方ない気がします。依頼者に絵を渡さない上、名前を広告した方がいいです。みんな知っていると、他のイラストさんがその人の依頼を受け取らないように。

折角なので、以下に termenekoさんが書いた事を簡単に英語にします

this person sounds like a bad kind of person...I agree with the others dont give him art untill he has paid you dont OWE him anything untill he has paid you.

In fact your the one who spent time on the camission you might not be paid for You the one whos in the right here, hold the commission.

Some people are stupid. Ignore the person who does not pay. Do not make art for them. What that person told you is false. They are trying to steal from you.

Please do not let it affect everyone. Many of us love your art, and respect you very much. <3

This is uncommon, but you definitely should not give the finished art to them until they have paid you. I do commissions for a living, and if I finish the art and suddenly they explain that they can't pay I don't give them the art until they find a way to pay. The burden of payment is not on you - it's on them. If you state that you only accept paypal, and then they tell you that they can't use paypal that's their fault and they should not have commissioned you in the first place.

As for alternatives, you could try AlertPay or echeck (which works through paypal), although with echeck it often takes a week or longer for the money to be processed - don't give them the art until it clears.

It sounds like this person is stalling for time because they don't have the money yet, or worse they are simply trying to steal from you. You should cease doing business with them until they find a solution to this problem by themselves. If they send you the money, great. Otherwise, be done with them.

「Paypal使えない、カードで払えない、いいから絵を渡して」って、ちょっと怪しい言い訳なんじゃないですか。支払う意志があったらそうした上で絵を渡すことを期待するのが当然でしょう。しかし支払わずに「見せてほしい」ってメッセージを繰り返すなんて、詐欺だという可能性が高いです。その依頼者との連絡はやめた方がいいと思いますよ。

これからも気を付けてくださいね。

もうひとつ言っておきますが、コミッションはやめないでください！せっぱつまれば、事前に（依頼した時点で）支払いを頼むことになってもいいかもしれません。僕だったら喜んで先に払いますから。

Repeating the same thing as everyone else, you don't give him what he wants. If he asks for it again, tell them they have to pay first for the work you've done. If he threatens about anything, the legal right is that you should be able to be paid for work done. The only time that it's a problem is if there's a severe problem with what you're selling. Considering he wants it bad, probably can't and won't be the case.

Probably a good idea to give his name to some artists you know. So they can blacklist the jerk and not have to waste time making something that won't be bought.
