If you want a free one, you can use Gimp. http://www.gimp.org/. It's a bit of a trick to use it, but once you understand the interface, it will be just like Photoshop.
If you have a tablet or a touchscreen monitor, you can use this nifty program. http://mypaint.intilinux.com/. It is primarily used by artists who prefer making artworks the traditional way. If you like making artworks like you use a paintbrush and have a tablet, you can definitely use it.

Unfortunately, I don't use those programs. So, I don't know anything about it. You can search for tutorials on using those programs. It shouldn't be too difficult. ^-^
It's a shame that you can't use Photoshop anymore. I would love to see more cute Shelly upskirts.
There's another solution. Find out the cause on why your laptop can't install Photoshop. What version of Photoshop you're using? What is your laptop's specs, including your OS, CPU, RAM, GPU, anything?
