That's a smart rule actually! Here in the current US, smoking has gradually become very much of a stigma due to almost two decades of aggressive anti-smoking campaigns. Now it's vaping. I remember many people smoking when I grew up, including many in my family too, but now it's kinda rare to see it here anymore. I grew up in the "haze" of smoke, lol. Not to say there aren't any smokers left here, but the difference is huge compared to like 25~30 years ago. You see probably less than a quarter of the original proportion of smokers here. They prolly all either quit, or died. Now I just gotta apply your rule to liquor, ha! O.o

Thankfully, it has dropped here, too. Although, smoking inside a pub should have stayed. As an adult, I used to only ocasionally smoke with others. But now, I saw little to nobody smoking in the city. No vaping at all. It's rather the party smoking that was more common here. Gee, now I wish I had a pack. xD Oh, but allergic type asthma makes me not want it. Plus the smoke hurts my upper part of my lungs, and the smell makes me repulsive, thanks to a bad, vomiting past experience.
Maybe try mixing the liquor with spunk. xD If you can swallow it, it puts you in a better emotional mood, but most likely, you will hate the drink forever. xD

Yep! Her stepdad (and mom, and little sister) are not aware of her bad little habit starting here. He would not approve of her smoking. Teen life I guess! Hopefully she cuts this out.

Her biological father, while still most likely alive, fled the family right after Mere's little sister (Melecia) was born. While Mere and Mel are both full-blood sisters, their original dad was a deadbeat and he up-and-left right after Mel was born :(
