I didn't want to leave her there, so I was originally gonna have Sweetie sneak sadly into Rarity's room, and snuggle up beside her. But somewhere along the way, my plans were subverted.

Also, I kind of left it ambiguous as to whether Celestia is actually in the same room. Maybe she was just there, lurking, all along. Or maybe she's somewhere else entirely, surrounded by a bunch of very confused and frightened courtesans.

I like to think Celestia has a sixth sense that tells her whenever something naughty is going on, and that she makes odd outbursts during royal meetings. Everyone is too afraid of her to ask who she's talking to, so all sorts of crazy shenanigans happen due to their interpretation of commands which aren't really meant for them.
Alternatively, she could have been lurking there in Rarity's bedroom the whole time, and has been completely silent up to this point. If I could figure out how, I would make another panel with them looking awkward and worried, as they suddenly realize she was watching the whole time. But more likely they would simply do as she commands. Who are they to question the supreme god-princess Molestia?
