This is from an artbook image by the fame Takahiro Kimura whom you may know his work like Betterman, Dirty Pair Flash, Usagi-Chan De Cue, Gaogaigar, Code Geass, and many more.

From the looks of this art image, it appears to be an artwork pitch for an anime series or an ova that should have been released years ago. I wish this series would have been made thou plus I would even watch it if it was animated it, get it on DVD and maybe some copies of VHS Tapes too.
