Ah, my scammer seems to have made a new account over here and is now active, so I guess it's time to put this notice up over here as well. He periodically trots this icon out here or there.
I can't name names publicly, since I'm not sure exactly where this kind of thing falls on the harassment rule but I will super duper gladly give out aliases via PM.

I'd be wary of accepting any commission requests from this person or someone using this ref, because they commissioned a slew of art on FA from assorted users using a family member's paypal account, and all of it was charged back. Any attempts at communication were ignored, and this dude's been ban-evading on FA since. Sometimes he pretends to be his "boyfriend" while contacting an artist, if they have previously dealt with him.

Its an infringement of intellectual property. If you start a claim with PayPal, and then file a police report for stolen property, you will get what is owed.

The dispute with paypal is weeks over with and their response was that Seller Protection does not extend to digital goods, but I appreciate the advice.

If you can prove you did not get paid for work, you can file a police report for wire fraud and attempt to defraud a banking organization. There are laws that protect you. PayPal has been sued for stuff like this before. And lost.
