Khajiits and Argonians could not wear shoes or boots of any kind in Morrowind, and that caused me distress when I was younger. It still does, actually.

They can't wear enclosed headgear, either. That's less distressing.

Why? Their feet are durable for outdoor terrain unlike humans who have soft, easily damaged feet and need shoes.

Mostly comfort. I don't like walking around barefoot. It feels like I'm exposed in some way.

If I was completely naked, though, that's a different story.

Yeah but it's not you it's a videogame character who can't be uncomfortable. You are getting a level of bleed from Morrowind that is mindblowing xD

The best games put you into the characters "Shoes" pun intended. Aogami its all part of the dispension of disbelief; making you feel those punches, the slash of a blade or the heat of a flame with well good timing of controls with actions sound and light and yes even the rubble under your feet with proper vibrations and alteration of the view. A game is great when the character "IS' you. And Lol I'm Late on this xD guess thats the update for ya XD

1 - it's SUSPENSION of disbelief, not "dispension" - that's not a word.

2 - As I already pointed out, the races in question have feet that are durable and designed to go long distances on rough terrain without discomfort or injury. Most people (like the OP) prefer to wear shoes, but we are humans, not Khajiit or Argonians and we have that feeling/instinct because of our experience as humans with soft, easily damaged feet. Their opinion might be different if they didn't need shoes to be comfortable outdoors like most humans do.

I was disappointed that games after Morrowind gave them all plantigrade feet. The couldn't do both -- it was digitigrade or boots, and I'd rather they have digitigrade feet.

I think because if they didn't, the Khajiits and Argonians would be missing out on set bonuses for armor - a thing introduced from Oblivion onwards - along with everything else that comes with wearing enchanted footwear.

Also enclosed helmets. Don't forget enclosed helmets.
