Jessie loves to surprise his lovers with some sort of a sexy display in a sexy outfit of some kind. He also likes dropping subtle and not-so-subtle hints suggesting what's craving at the time of his discovery.
In this case, Jessie dressed up in some of his casual/fetish attire while wearing a ballgag on his belt and greeting his lover with a sensual and seductive, "Hey baby!" If the ballgag isn't enough suggestion, likely the coils of rope poking out from under the bed would do enough to tell his lover that he's "been a naughty girly boy and should be punished".
