I was never a big fan, but I remember this series. It was Nickelodeon's greatest success before Spongebob (a show I detest)!
One thing about Rugrats was that the show was rather creative with its 'camera', esp. during its first season. Peter Chung (an important Rugrats animator at that time) wanted to show everything from the babies's perspective, and made (creative) use of wide angles and strange 'shots' that hitherto had not been done before (such as 'filming' from inside the character's mouthes) to achieve this.
