Welcome to the throne room of other Félix. He has other nicknames as evil Félix or parallel universe Félix.
The nature of Félix, the dratter is complex. He's the direct descendant of an old and powerful primordial dragon. That dragon had bestowed his family with the curse and the blessing. The ones that wielded the abilities of that ancestor were capable of greatness but it also was a liability.
Those beings are born otters but their nature are revealed by draconic powers. Usually it means they were attacked and almost died in the process. There's a defense mechanism triggered, transforming their bodies and enabling them to access abilities.
The ancestor is a storm dragon and the unlocked powers for Félix were the electric ones. The event that lead to his transformation left a deep mental scar as it involved diverse form of torture for days and also the final blow. The transformation was also really painful, his body accommodating to the new situations wasn't easy.
The Félix from the original universe got support from his friends and family. He had the help he needed to heal from that event and let go of the anger and pain. It wasn't easy. His recovery was slow and difficult, putting a strain to everyone. As the years passed, it got better. Félix learned to love his dragon side and learned how to use his potential without abusing it.
Abusing and forcing his body to unlock new powers cause his body to change and become more dragon. The transformation has also a strain and it reduces the normal life span.
The Félix depicted here is a version of Félix from a parallel universe where he didn't have the chance to have the support the normal one got. His pan was so intense that he became bitter and closed off. He left his home, his country to seek answer and revenge on dragon kind.
During his travel, he learned a lot about his abilities from the wrong kind of people. This lead him into political organisation where he was able to take his revenge on the dragon that made him the way he is. Resenting the dragon kind more, he went full political and was soon elected. Then he put in place sever restrictions on dragon kind for general "safety".
Totally absorbed by the power of his position and abilities, he took over and put a regime where he was the emperor, the supreme leader. He led expansionist campaigns causing global war and conflicts. During those times, he needed to access more abilities transforming him further. The glowing eyes and bigger wings are what's left of that choice.
To minimize the effects of this, he had tasked scientists to build a suit of armor stabilizing his body and DNA. This was a shortterm fix as he knew to be careful.
This is him in his throne. Maybe he's contemplating his domain or maybe looking through a portal or mirror into our Félix' universe. If it's the latter it's jealousy and envy we are reading in his eyes. Because our Félix has everything he wish he had.
