Actually, Kobolds can have wings and breath weapons. They do in quite a few things, most notably Pathfinder. But even then, it's a liiiittle ruuude to tell someone what they did/didn't draw.

Feats: 1:Dragon Wrought: at first level a kobold gains the " dragon " sub-type and is no longer considered a reptilian humanoid, they can now use items that require dragon sub-type, and are immune to charm and paralysis spells. They also gain a small resistance to elemental type determined by dragon type they belong to and scales to match.
2: Dragon Wings: the kobold dragon blood has manifested even more, they now have wings and can glide short distances with them.
3: improved dragon wings: the kobold can now fly short distances with there wings, having built up muscle mass to do so
4: Dragon Breath: by giving up a spell per day, the dragon blooded can breath elemental type based on dragon type they are associated with, dealing 2d6 points of damage per spell level of the spell scarified.
all that from memory... also the sorcerer bloodline could give all of these things...or dragon disciple... so no its pretty ingrained into them now, hell in Pathfinders latest supplement they can just get this stuff innately with out feats.

so im right but im wrong, sorcerers are a bit of a grey area as the exact source of there power varries, some are dragons in mortal guise, others were somehow born with [or infused with] dragon souls, some are dragon halfbloods and still others gleen there power from other astral sorces, the list of posiblities seems to change with each game and guide
as for the other posibliites so basicly if a kobold has a dragonic sire [though convincing any dragon to bed a kobold would be a trick and a half, ited take a hell of alot of bribery or something the dragon reaaaaaaaaly wanted in exchange cause kobolds dispite there fanatical loyalty to dragons rank about the same level as goblins in the monster hirearchy] or somehow is infused with dragon essenses, they become something like this....then im gonna asume pic four is right after this happend for our 'hero' here and the white or silver there is his patron dragon?

Dragonwrought Kobolds do not have dragon sires, they are instead a mutation in the bloodline, and a Dragonwrought kobold tends to be looked upon as a paragon of his/her people, they are taking to a special location to be raised and brought up, the specific place is considered sacred. But a Dragonwrought Kobold while a dragon by classification is very clearly still a kobold.

They exist as a bloodline actually. When a dragonwrought kobold has kids if it doesn't hatch dragonwrought it gets eaten. If it has wings (Flaws to get both at level 1 is a boon), it is raised outside so it can learn to fly.
Onto earlier, literally every kobold can be a sorcerer. When the blood awakens is the matter, not if.

Kobold history 101... during the creation of the universe, two titanic beings fought for dominace, Tiamat the mother of chromatic dragons, and Bahamut the father of metallic dragons, during this TITANIC battle blood fell to the ground, and splattered upon the earth. next but has a bunch of variations but general jist is this, kobolds were BORN from that blood.... specifically kurtlimak who was tasked by tiamat to build a lair of traps to guard her horde. Eventually Kurtlimak would become the god of all kobolds (or least the strongest)
Kobolds thust have a long standing bloodline LINKED with dragons, that goes back many many MANY eons. Every so often you hear kobolds boast about being cousins or related to dragons, which is at least by there history true. This is reinforced by the birth of dragon wrought kobolds who have draconic traits such as wings, colored scales, and yes even breath weapons. It is also why Sorcerers are VERY VERY common among kobolds and is there favored class(last time i looked anyway).
Case in point kobolds have a link to dragons... thus can display dragon like traits... truth to the tale is up for debate but by canon lore as of 3.0 all kobolds have draconic blood, are all dragon-kin, and thus all kobolds have the potential for sorcery and a rare few yes can fly, have wings, and breath various breath weapons.

Nah its Tiamat or IO in general who are the creators, its either tiamat and bahamut or IO and one of the other gods that fought i could look it up, but no real point. The fact is kobolds all have dragons blood... and do to supplemental material are able to display those traits now. Race of Dragons is an amazing book and worth every penny =3
