Neutrina isn't the original form of Starlight though, but actually a new form created when Starlight split apart into Starlight and Darkstar. Though the two were separate beings, they were both the exact same person, just two halves.
Starlight retained her modest and kind personality, but lost her social interactive ability and found herself having to relearn most of her skills due to losing her memory
While Darkstar retained her memory and ability to communicate, as well as her more proactive nature, but the black hole that takes the space of her heart left her as a cold and very serious demeanor, only caring about fusing back with Starlight, even if it meant destroying her to do so.
After the Intruder's attack, Starlight remembered suddenly a little bit about her past and remembered how to fuse with Darkstar again. They became the original Starlight, retaining her goddess powers to send the exploding Intruder's ship to a pocket dimension so it wouldn't crash into the planet. However, Starlight depressingly realized that by fusing with Darkstar, Darkstar will cease to exist as her own entity. Darkstar didn't care, but Starlight felt really awkward about returning to normal if it meant losing what could be her own entity.
After Kystar is defeated and the black hole he creates shoots him to Starlight Nebula, Starlight finally accepts that she and Darkstar can't both remain as the world seems very unstable with the Goddess of Time and space in two separate bodies. So she finally fuses one more time with Darkstar, but much to the Dark dragoness's surprise, she still felt like herself and was able to see Starlight standing next to her...or at least her head. Starlight created the form "Neutrina" to represent her and Darkstar being TWO Wholes becoming a bigger Whole, rather than Two halves becoming a whole.
Neutrina returned to her pedestal in the Goddess dimension where she watches over the multiverse, but keeps a very close eye on Starmaninja where her daughter, Stardra and her husband Starky reside.
Personality: Despite having 2 heads, Neutrina does function as one being with two different perspectives. Each head sees things from different points of view and applies that knowledge to ultimately deciding what she will do. Darkstar's half focuses on more particular details and random occurance while Starlight focuses on the bigger picture and tends to keep things orderly. Once the two ideas are combined, both heads will act as one to decide the next course of action. They both can talk to each other as separate minds though, but generally the tactic is reminiscent of thinking outloud, as it only serves to hear an idea talked out or if one of the heads picks up something the other doesn't, they can alert the other head in case the other head isn't focused enough to "hear" it itself. Each head retains their individual personality, with Starlight being more kind and soft spoken while Darkstar is sharper and more serious. Each head controls the body as if they were one, though Darkstar tends to control the left hand, while Starlight controls the right hand.
Power: Time and Space. No questions asked. Starlight created time and space within this cluster of universes and as Neutrina, she's only more powerful, but infinity squared is still infinity. Just a ... bigger infinity...an unimaginable infinity.

Trivia:
In this form, she does have 3 breasts and is one of few Starmaninjians in existence to have 3. The reason why is that 3 would ultimately be seen as all around superior to 2, but such a size wouldn't fit on a single headed Starmaninjian very easily (notice her body is much wider). 4 Breasts lined up like this would look just weird and not really appealing (stretching the body further) and I didn't want to stack them one over the other because I wanted Neutrina to look like a siamese twin in a sense. You can see that from one side, you'd only see Darkstar, and from the other side, you'd only see Starlight, but from the front, they're two. Also the middle breast looks so appropriate as being Darkstar's right breast, and Starlight's left breast at the same time.
Technically this form doesn't exist within the Starmaninjian universe because it's simply too powerful. Starlight would have to go down 2 planes to reach it, hence the rift that split her into two "children" essentially. She does appear in spin offs, but only as her old self, though usually when using her specials or doing special animations, she'll turn into Neutrina temporarily.
The arms look tiny...and probably aren't useful for much given her massive body, but technically, she doesn't need them cause of her cosmic powers and goddess like abilities.
